I currently have a Power User account and want to allow some friends and family members to choose the photos that we'll use to print a family photo album this year. At first I thought I could just ask them to give a thumbs up on photos they liked. Then I could create a new smart gallery with a rule to include all popular photos from the relevant sets. However I see that the rules are more limited than that, and I cannot filter 'popular' photos from specific galleries. Also, I'm not even sure 'popular' correlates to the thumbs up.

Do I need to upgrade to Pro for this task?

Upgrading to Pro might be the best answer for your particular task so that you can use the events feature. The photorank thumbs are not visible to users to prevent gaming of the most populars system that feeds the site wide most populars. So that is not really an option.

You can use a smart gallery to display the popular photos from your site but any visitor can vote so you would have no way of knowing who chose what photos. Comments can be used but that is tedious for the visitor and there is no real way to filter them.
