There's not a way for customers to generate the download zip file. But you can instruct them say, in the gallery description area, to email you and you can generate a zip file and email the link to them. More here on SmugMug's Help Pages.

Another option, if you don't mind allowing people to download the full resolution photos (usually OK if it's just photos for friends/family) is to use the Tools -> This Gallery -> Download All option to generate a download URL.
