Make sure you do not have the gallery setting 'protected' turned on and the largest display size is set to Original. They can use the download function to download the images.

I have had to do this a few times. What might be helpful is to use a "Collection" Gallery. The key to this idea is that images within a gallery can be collected from other galleries. So if you have Gallery A that contains 345 images and you only want 123 of the images you would create Gallery B.

You want to move images that you have onto the Internet? Your question says downloading, but from the description of your setup and effort I gather it might be the other way around and you actually need to upload your images.

There's nothing wrong with your code. I've tested this (without using $_POST) and it works a treat.
I believe all you need to do is verify the $_POST variables are populated as you expect them to be later in the code.
One other tip: watch out for
$images = ( $mug->APIVer == "1.2.2" ) ? $images['Images'] : $images;
This will apply for 1.2.2 and 1.3.0 ...
