There is a way by using a third party browser app that allows you to set the browser user agent. For example Atomic browser that I use on my iPad, comes with a "identify browser as" feature that also offers iPhone Safari as a choice. It sounds like you refer to the homepage slideshow box. The additional features for it are only available on desktop computers that use Flash at this point. On mobile devices like the iPad/iPhone, no flash is available and the html5 slideshow used instead doesn't offer the additional features, like randomize at this point.
